I've been using the TB-BG22 for several weeks, programming them with application code using mostly Simplicity Studio or the Commander as I've been doing on for nearly a year now on the earlier versions of the Thunderboard. The BG22 does have a DPLL and a maximum system clock rate of 76.8 mHz, so you CAN get 32MHz SPI by setting the DPLL output to 64 MHz but that will chew significant power and you would only be able to do it whenever you are not communicating with the radio.
